The Connecticut Energy Efficiency Board, as advisors to the Connecticut Energy Efficiency Fund (the ?Fund?) and the Connecticut Light and Power Company (CL&P), The United Illuminating Company (UI), The Southern Connecticut Gas Company (SCG), Connecticut Natural Gas (CNG), and Yankee Gas Services Company (?the Companies?), as administrators of the Fund, are soliciting proposals from qualified home improvement contractors to participate in its flagship residential energy efficiency program ? Home Energy Solutions. Contractors are required to engage residential customers using established protocols to assess, analyze and directly install energy efficient services and products. Home Energy Solutions is a residential energy efficiency program that focuses on providing cost-effective in-home services and retail product incentives that allow Connecticut?s households to save energy and money without sacrificing comfort. The contractors play a vital role in the success of the Companies? program and are expected to follow all prescribed guidelines to maximize the residential customer?s energy savings. Additionally, this RFP will solicit competitive pricing for participation in the Home Energy Solutions ? Income-Eligible program within UI?s service territory. HES-IE is a residential energy efficiency program offered to single and multifamily customers on an income-qualified basis. Some, but not all, of the contractor certifications and licenses that are necessary to be a qualified contractor include certifications from the Building Performance Institute for ?Building Analyst I? and ?Envelope and Shell Analyst?, Environmental Protection Agency certification for ?Lead: Renovation, Repair and Painting? and the contractor must be licensed as a Connecticut Home Improvement Contractor. This is just a partial list of qualifications and not meant to be all inclusive.
