China ejects Bo from elite ranks, wife suspected of murder

BEIJING (Reuters) - China's Communist Party has banished the country's brashest and most controversial politician from its top ranks and detained his wife in connection with the murder of a British businessman, the most tumultuous upheaval in the nation's leadership in decades.

The decision to cast out Bo Xilai from the party's Central Committee and its Politburo effectively ends the career of the former high-flyer, widely seen as pressing for a top post in China's next leadership to be decided later this year.

The official Xinhua news agency confirmed a Reuters report several hours earlier on Tuesday that Bo had been suspended from his party posts, and separately reported that his wife, Gu Kailai, was suspected in the murder of Briton Neil Heywood.

"Comrade Bo Xilai is suspected of being involved in serious disciplinary violations," said Xinhua, citing a decision by the central party leadership to banish Bo from its top ranks.

"Police set up a team to reinvestigate the case of the British national Neil Heywood who was found dead in Chongqing," the news agency said, referring to the sprawling southwestern municipality where Bo was party chief until he was dismissed in March as a scandal surrounding him unfolded.

It was the most dramatic convulsion in China's secretive leadership since 1989, when Jiang Zemin was plucked from obscurity to head the Communist Party after the bloody crackdown on democracy protests in Beijing.

Jiang replaced Zhao Ziyang, who was toppled by hardliners for supporting the student movement centered on Tiananmen Square that was crushed by the army with heavy loss of life.

Xinhua said evidence indicated Heywood's death was a homicide and Gu Kailai and Zhang Xiaojun, an assistant in Bo's household, were "highly suspected." It cited a dispute over unspecified "economic interests" between Gu and Heywood that "constantly intensified".

Gu and Zhang had been "handed over to the judicial authorities", it said - meaning they have been detained.

The Central Committee is a council of about 200 full members that meets about once a year and the Politburo is a more powerful body of about two dozen Central Committee members.

The announcements are the latest twist in a furor over Bo and his family that erupted after his vice mayor, Wang Lijun, fled to a U.S. consulate for 24 hours in February, alleging that Gu was involved in Heywood's death.

The Communist Party is grappling with the volatile scandal months before it unveils a new line-up of leaders, a group Bo once yearned to join.

Bo's ouster has sparked public contention and revealed friction among China's leaders, pitting reformist Premier Wen Jiabao against conservative officials who sources have said were dismayed by the upheavals months before the party congress that anoints the new leadership.

There were even outlandish rumors of an attempted coup.

"(This) appears to represent the top leadership finally reaching an agreement that it must be seen to hang together in the run-up to the leadership succession, in order to put an end to the many wild speculations surrounding the Bo case," said Steve Tsang, a professor of Chinese studies at Nottingham University in Britain.

After the announcements, the People's Daily, the chief mouthpiece of the Communist Party, told officials and citizens to unite around President Hu Jintao. Hu retires at the end of the year, when Vice President Xi Jinping is almost certain to succeed him as China's top leader.

CHONGQING RESIDENTS "STAGGERED"

Sharply dressed in a party of stolid conformists, Bo arrived in Chongqing in 2007 and promoted the city as a bold egalitarian alternative to China's current pattern of growth. As the "princeling" son of a revolutionary leader, Bo had added claim to speak on behalf of the party's traditions.

But his promotion of Mao Zedong-inspired "red" culture and sweeping crackdown on organized crime prompted fears that he risked reviving some of the arbitrary lawlessness of the Cultural Revolution in the 1960s - a criticism that Premier Wen Jiabao laid before the public in mid-March.

"This is so dramatic, so extraordinary," said Li Zhuang, a Beijing lawyer who was once jailed in Chongqing for challenging Bo's campaign against organized crime.

"If, and I stress if, there are real proven links to Heywood's death, then we can imagine that Gu and Bo Xilai will find out that, as Chinese television has said about this, nobody is above the law."

Any criminal investigation of Bo would only begin after the party's disciplinary agency investigated him and decided whether to turn his case over to police and prosecutors, said Li.

"This means that Bo's political career is effectively over," Chen Ziming, an independent political scholar in Beijing, said before the announcement, citing rumors of Bo's suspension.

The decision to suspend Bo from the party's top bodies does not mean he has been expelled from the party.

Unlike past removals of defiant leaders over corruption charges, Bo's downfall has been tinged by ideological tension and triggered open opposition from leftist sympathizers who have insisted he is the victim of a plot.

Residents of Bo's former power base, Chongqing, were shocked on hearing the news, said Zhang Mingyu, a businessman in the city who has accused Bo of using his crackdown on organized crime to stifle critics and legitimate business.

"In Chongqing, everybody is up and discussing this and waiting for more news," Zhang told Reuters late in the evening. "The ordinary residents are staggered. Many didn't think the rumors could be true. They want to know what the hell has been going on."

UK GOVERNMENT WELCOMES INVESTIGATION

Wang's flight to the U.S. consulate and his allegations prompted the British government to urge an investigation into the death in November of the Briton, Heywood, who Wang said was close to Bo's family and had a dispute with Bo's wife, Gu.

British Foreign Secretary William Hague said he welcomed China's announcement of an investigation into Heywood's death.

Bo, 62, and his wife, formerly a powerful lawyer, have disappeared from public view since his removal as chief of Chongqing, and they have not responded publicly to the reports. Nor has Wang, who is under investigation.

The government said Heywood was once "on good terms" with Gu and Bo Guagua, the couple's son who went to the British private school Harrow, where Heywood also studied. Bo Guagua has been studying at Harvard University and he earlier won a reputation for partying at Oxford University.

Bo Xilai vowed to narrow the gap between rich and poor, kindling hopes among supporters that he could push the nation in a left-populist direction if he joined the central leadership.

At a news conference days before his dismissal as Chongqing party chief, Bo scorned as nonsense unspecified accusations of misdeeds by his wife and said unnamed people were pouring "filth on my family".

Bo's hopes for surviving the scandal were probably fatally wounded by his unabashed ambition, which irked many officials, said a source close to Bo and other leaders, speaking to Reuters before the announcements.

"His advantage was his confidence, but his disadvantage was that he was too confident," said the source, who spoke on condition of anonymity. "The signs are that he'll face trial."

The launch of the rocket is scheduled to occur in a five-day window starting Thursday, coinciding with Sunday's 100th anniversary of the birth of North Korea's founding leader Kim Il-Sung.

The rocket is ostensibly designed to place an observation satellite in orbit, but the United States and allies say it is in fact a ballistic missile test by the nuclear-armed North, in violation of a United Nations ban.

While commemorating the 100th anniversary, the launch and top-level meetings this week will also serve to cement the power of the founding leader's grandson Kim Jong-Un, who took over after his own father died in December.

North Korea on Wednesday was scheduled to hold only the fourth-ever special conference of its ruling Workers' Party to bolster the titular rule of Kim Jong-Un, as officials said that the rocket launch was proceeding apace.

"We are injecting fuel as we speak. It has started (and it) will be over in the near future," Paek Chang-Ho, director of North Korea's mission control centre just outside Pyongyang, told foreign journalists.

"The launch of the satellite this time will be successful because Comrade Kim Jong-Un is guiding us through the launch step by step, and gives us personal guidance," he said.

The same mission control was used when North Korea last said it placed a satellite in orbit, in 2009. Foreign experts disputed that a satellite was involved, and said it was a ballistic missile test.

That launch was followed by a nuclear test, and the West fears the same pattern is being repeated now as the communist state tries to perfect dual-use technology that can double for intercontinental missiles.

US Secretary of State Hillary Clinton on Tuesday said North Korea faced a clear choice.

"We are consulting closely in capitals and at the United Nations in New York and we will be pursuing appropriate action," she said at a news conference with Japanese Foreign Minister Koichiro Gemba, who echoed her remarks.

"If North Korea wants a peaceful, better future for their people, it should not conduct another launch that would be a direct threat to regional security," Clinton said.

Admiral Samuel Locklear, the head of the US Pacific Command based in Hawaii, said in Tokyo Wednesday that North Korea over time has pursued "increasingly sophisticated ballistic missile defence technologies".

If the nuclear-armed nation can increase the potential ranges of its missiles, this "will be a concern for the alliance, a concern for the region as well as a concern for the United States", he said.

However, North Korea insists it has nothing to hide and has invited an unprecedented number of foreign journalists to cover this week's commemorations.

Producer fired over edited Zimmerman call

A producer for NBC News has been fired for editing a recording of George Zimmerman's call to police the night he fatally shot Trayvon Martin.

The New York Times is reporting that "the person was fired on Thursday, according to two people with direct knowledge of the disciplinary action who declined to be identified discussing internal company matters."

The dismissal of the Miami-based producer, whose name has not been publicized, followed an internal investigation by NBC, which led to the network apologizing earlier this week for having aired the deceptive audio.

The recording aired on NBC's "Today" show on March 27, when the audio viewers heard suggested that Zimmerman volunteered to police, without provocation, that Martin was black: "This guy looks like he's up to no good. He looks black."

But the tape had been edited, and the portion where the 911 dispatcher specifically asks Zimmerman if the person in question was "black, white or Hispanic," was deleted.

The conversation that actually occurred between the dispatcher and Zimmerman is as follows:

"This guy looks like he's up to no good. Or he's on drugs or something. It's raining and he's just walking around, looking about." Then the dispatcher asked, "O.K., and this guy ? is he white, black or Hispanic?" To which Zimmerman replied, "He looks black."

After that phone call on the night of Feb. 26, Zimmerman fatally shot Martin. The 17-year-old Martin was unarmed, and Zimmerman, a neighborhood watch volunteer in Sanford, Fla., told police he fired in self-defense after Martin attacked him.

Since then, it has been debated if Zimmerman was racially profiling the teenager, a notion the edited version of the tape reinforces.

The Times reports that NewsBusters, a conservative media monitoring group, first reported NBC's discrepancy on March 30. The following day, NBC told The Washington Post that it would investigate. On Tuesday, NBC said in a statement that its investigation turned up "an error made in the production process that we deeply regret." The network promised that "necessary steps" would be taken "to prevent this from happening in the future" and NBC apologized to viewers.

No steps were specified, but the New York Times reports that the next day "a Miami-based producer who had worked at NBC for several years" was fired, and "people with direct knowledge of the firing characterized the misleading edit as a mistake, not a purposeful act."

On Thursday, Reuters cited an unnamed NBC executive saying "The "Today" show's editorial control policies -- which include a script editor, senior producer oversight, and in most cases legal and standards department reviews of material to be broadcast -- missed the selective editing of the call."

Staff members at NBC News, who had been working on the Trayvon Martin story for weeks in Florida, were initially "in shock" over the altered tape, and later furious, another source told Reuters.

Reuters also reports that "NBC News executives interviewed more than half a dozen employees during their investigation."

On Saturday, the "Today" portion of MSNBC's Web site posted a Reuter's story on the producer's firing.

Cantor touts small-business tax-cut plan | Daily Progress

RICHMOND, Va. --

House Majority Leader Eric Cantor, R-7th, wants to give businesses with fewer than 500 employees a 20 percent tax cut, a proposal slated to come for a vote in the middle of this month.

"We want small-business people to have more money go to their pockets, not the government's, and then they have more money to make decisions about hiring, about retaining jobs and about creating more jobs," Cantor said Wednesday after talking about personal finance matters with students at Hermitage High School in Henrico County.

"They have decisions that they can make, it just allows them more options."

Under his plan, businesses ? regardless of how they are organized ? that meet the provisions would qualify for the cut. A deduction for any taxable year could not exceed 50 percent of certain wages.

The legislation is slated to come before the House of Representatives for a vote the week of April 16 ? around Tax Day.

The plan is winning support from some area businesspeople, including Puritan Cleaners President Gary Glover.

"Anytime we get a little tax break, we can turn that money back around and put it back in the business," he said.

Glover would like to expand by a location or two, rehire some of the employees laid off as the economy soured, or "take better care of our existing associates."

"It's just a way to have more money to spread over those three areas, and any time you do that, your business becomes stronger and better and you do more business," he said.

Critics of the proposal, which would represent about a $46 billion cut, note that a wide range of businesses could qualify for the deduction, including organizations run by wealthy celebrities.

During a recent committee meeting on the bill, Rep. Sander M. Levin, D-Mich., called the plan expensive and inefficient.

"This bill is not a shot in the arm of economic growth, rather it is a shot in the dark," he said, adding that the benefits are not tied to investment or hiring.

Cantor rolled out the Small Business Tax Cut Act of 2012 on March 21, and he's promoting the plan in a TV ad featuring a half-dozen local businesspeople. The ad is airing in his district.

The 30-second spot, released by his campaign operation, opens with Mark Oley of Westwood Pharmacy, followed by Suzanne Wolstenholme of Homemades by Suzanne.

Four others also make appearances in the ad, which is expected to run for the next two to three weeks.

Cantor's 20 percent tax-cut proposal was introduced on the heels of the Jumpstart Our Business Startups Act, a package of bills that passed the House and Senate.

President Barack Obama is scheduled to sign the JOBS Act today at the White House with Cantor in attendance.

After years of focusing on home mortgage scams, the Federal Trade Commission is turning its sights on what it calls bogus auto loan modifications. The FTC says fraud artists are moving from mortgage loan modification schemes and targeting consumers who are underwater on their auto loans.

In a motion filed in a U.S. District Court in California, the FTC asked the court to stop two California companies, "Auto Debt Consulting" and "Hope for Car Owners," from allegedly deceiving consumers. The government alleges both companies have racked up hundreds of dollars in up-front fees for loan modifications that were never performed for customers. Additionally, the FTC hopes to force the companies to cease what it says are deceptive marketing tactics.

Authorities allege the companies told customers to stop making payments on their vehicles, and in some cases told victims to "hide [their] car[s] to avoid repossession."

"Hope for Car Owners" made claims it could reduce monthly auto loan payments by up to 50% in return for fees ranging between $200 and $500, the FTC alleges.

Similarly, "Auto Debt Consulting" is accused of promoting that it could reduce monthly auto loan payments between 25% and 40% in exchange for $350 to $799 in fees.

Gregory Ashe, senior staff attorney for the Bureau of Consumer Protection at the FTC, said the agency is increasing its focus on the auto loan industry because, "We want the misrepresentation to stop." He added, "With these actions we want to stop the problem before it gets too big ... we're not going to tolerate deception."

But according to "Help for Car Owners" founder Patrick Freeman, the FTC's claims are "completely baseless." Freeman said he stopped using his company's website for marketing purposes in January 2011 and began the process of dissolving his company earlier this year. Since then, Freeman said he has been assisting customers who are in immediate danger of having their cars repossessed.

In 2008, as the U.S. economy plummeted, many people found their mortgages and auto loans in danger of default. Freeman said he started "Help for Car Owners" in an attempt to help customers keep their automobiles, and his success proved overwhelming, he said. In 2009, during the first months of business for "Help for Car Owners," he said he received more than 20,000 calls for help with delinquent auto loans. Freeman said, "In many cases people called me crying ... with the repo man at their door."

In January, Freeman said lenders were no longer willing to work with him. He began the processes of shuttering his business. Freeman said he shredded many of the documents he had supporting his claims. "We didn't destroy the documents, we got rid of them, it was a huge amount of files," Freeman said. He said the burden of being financially insolvent and having no place to store his company's files led him to destroy them. It's a claim he also made in court on Wednesday.

In the end, Freeman said he puts blame on clients who he said misled the FTC about their relationship with his company and didn't disclose contracts they had signed with "Help for Car Owners." Speaking about his customers, Freeman noted, "90% of my clients never saved a dime ... they manipulated the system for their gain." He also blames predatory collection tactics by lending companies who finance auto loans far exceeding borrowers' income.
